President's Scholarship of Mongolia
For a student who finishes school in June 2027. You are selected on your June 2027 Entrance Exam (ЭЕШ), spend the 2027/28 school year in a preparation programme in Mongolia (this year is already part of the scholarship), and start your degree abroad in autumn 2028, or up to a year later if you will study in a language other than English. International olympiad medalists can go straight to a degree starting in September 2027. The 2027 round is not announced yet, so the dates below follow the 2025 rules and the 2026 round.
Mongolia's own state scholarship in the President's name, also called «Илгээлт-2100» (President's Scholar-2100). It pays tuition, dormitory and food costs for a full bachelor's degree at a leading university abroad, after a one-year preparation programme in Mongolia. Up to 500 students a year: the top Entrance Exam scorer in each soum and each Ulaanbaatar khoroo, and international olympiad medalists.
Checked against official pages on 8 October 2026.

What it pays
- Preparation year: the tuition of the preparation programme. A student who comes from outside the city may also get dormitory costs.
- Degree abroad: full tuition for the bachelor's programme. ELF pays it straight to the university against the university's invoice.
- Living costs: dormitory and food, at amounts the Minister of Education sets every year. For September to December 2026 the food money was USD 440 a month in most countries (USD 310 in some, such as Russia and China). Monthly housing was, for example, USD 2,120 in the UK, USD 1,800 in the USA, USD 1,290 in Canada, EUR 450 in Germany, EUR 528 in Czechia, EUR 630 in Hungary, USD 470 in Türkiye, USD 500 in Japan, USD 460 in Korea and USD 260 in China.
- The dormitory money goes to the dormitory, and the food money goes to your own bank account.
- Nothing is paid twice: if the host country or university already covers tuition or living costs, ELF does not pay that part again, unless the agreement says otherwise.
- Not stated in the rules: flights and visa fees. You must hold risk insurance (accident, health, loss of ability to work), and you pay for any course you have to retake.
Who can apply
- A citizen of Mongolia.
- You studied at least your last 3 years at the school of your own soum or khoroo (the school zone you belong to) and graduated there. If your soum has no high school, at least 3 years in a row at a regular school in your aimag. If the local education authority changed your school zone, the 3-year rule does not apply.
- In that year's Entrance Exam, an average scaled score of 550 or more for a foreign language together with maths, physics, chemistry or biology. If you sit both English and Russian, the higher one counts.
- The highest such average in your soum or khoroo. Only one student per soum or khoroo is selected.
- To go abroad: finish the preparation programme with 60% or more, and get an offer for a bachelor's main programme at a university in the Times Higher Education (THE) top 20 in any field, or THE 21 to 100 in a priority or in-demand field. Study is arranged under cooperation agreements.
- Olympiad route: a medal in the last 3 years at an international olympiad run by the international olympiad committees in AI, maths, physics, chemistry, biology, geography or informatics.
- You have not studied before on ELF money other than a loan, and you have no unpaid ELF loan in the state debt database.
- No age limit is published.
How you apply from Mongolia
On the main route there is no application form: your Entrance Exam result is your application. After the June exam, the Education Evaluation Center (EEC) uses its own data and the State Registration data to list the top scorer in every soum and khoroo who meets the rules, local education departments check the list, and the names are announced in late August. These students do a one-year preparation programme at a state university (the National University of Mongolia and the Mongolian University of Science and Technology in 2025/26), and then the Ministry of Education and the Education Loan Fund (ELF) place them at a foreign university under Mongolia's cooperation agreements. International olympiad medalists skip the preparation year: they get their own unconditional university offer and send their documents to the Ministry by 15 June.
One scholarship, two ways in, and a placement at the end
The President's Scholarship does not work like a normal university application. Most students get in by topping their soum or khoroo on the June Entrance Exam, with no form at all, and only after a year of preparation in Mongolia is their country, university and field decided. International olympiad medalists use a second, direct route: they find their own university first and then apply to the Ministry. These routes apply to every field, but a university ranked 21 to 100 by Times Higher Education is open only for priority or in-demand fields. Check the exact rules of your route with the Ministry of Education and the Education Loan Fund, because placements and partner universities change every year.
Pick one to see what your application involves.
Top exam scorer in your soum or khoroo
The main route, and the only one for most students. You do not apply to a university first: your June Entrance Exam result is your application. If you are listed, you spend a year in a preparation programme in Mongolia, and only then are your country, university and field decided.
- How they select
- Automatic: the EEC lists, by computer, the eligible student with the highest average of a foreign language plus maths, physics, chemistry or biology (550 or more) in each soum and khoroo; you must have studied your last 3 years at your local school. After passing the preparation year with 60% or more, you send an unconditional offer and documents by 15 June, and the Minister decides; ties go by university ranking, preparation results and exam score.
- Language
- At selection: the Entrance Exam in English or Russian (the higher one counts if you sit both). In the preparation year you study the language of your future country; in past years students were ranked by an international test score and their grades before they chose a country.
Who you deal with on each route

Mongolian University of Science and Technology (ШУТИС), Foreign Language School · Ulaanbaatar
Runs the preparation programme (it did so in 2025/26). In earlier years it taught groups in English, Chinese, Russian and Korean, in 5 or 6 modules a year.
Ministry of Education (Боловсролын яам) · Ulaanbaatar
Places you in a preparation programme by language and field, and runs the selection for study abroad.
Education Loan Fund (Боловсролын зээлийн сан, ELF) · Ulaanbaatar
Signs your contracts and pays tuition, dormitory and food.
Step by step
Step 1 · Now (grade 11 or 12)
Check the 3-year school rule now
The rule looks at the school you attended in each of your last 3 years and at where you and your parents are registered. Nobody fills in a form for this: the State Registration office and the education data centre check it by computer after the exam. If you changed school or address in the last 3 years, you may not be on your soum's or khoroo's list. Ask your school or the aimag or city education department now if you are unsure.
Tip: If your family plans to move before you finish school, know that a school change in your last 3 years can take you off your home soum's list, unless the education authority changed the school zone.
