Russian Government Scholarship (state quota)
For study starting September 2027 (the 2027/28 academic year). If you need the one-year Russian preparatory course, it starts in autumn 2027 and your degree starts in September 2028.
A Russian government quota place pays your tuition for the whole bachelor's or specialist degree, plus a free Russian preparatory year if you need it, a monthly state stipend paid regardless of grades, and a dormitory place at the price Russian state-funded students pay. It is for Mongolian school leavers with good grades in the main subjects of their chosen field; flights, health insurance and daily living costs are not covered.

What it pays
- Full tuition for the whole bachelor's (usually 4 years) or specialist programme (5 to 6 years) at a Russian state university.
- A one-year Russian preparatory course before the degree if you need it, also free and with a stipend.
- A monthly state academic stipend for the whole period of study, paid regardless of your grades. The amount is set by Russian rules and your university, not by the quota call.
- A dormitory place on the same terms as Russian state-funded students. You still pay the normal dormitory fee.
- Not covered: flights, the compulsory health insurance you buy in Russia, visa and medical test costs, food and daily living costs.
Who can apply
- Citizen of Mongolia (or of another foreign country) or a stateless person. If you hold both Mongolian and Russian citizenship, you must live permanently in Mongolia; people with only Russian citizenship cannot apply.
- You have finished, or will finish, full secondary school (grade 12) before you start. Final-year students apply with their grade 11 results.
- No «C» (average) grade in the main subjects of your chosen field. One or two «C» grades in other subjects are allowed.
- You compete in one field at one level only, and you list up to six universities.
- No age limit in Russian law.
- No Russian certificate is needed to apply, because there is a preparatory year. But the 2-minute video introduction must be in Russian.
- Fit to study: you need a medical certificate with no health barrier to study in Russia, a certificate that you are free of hepatitis B, C and tuberculosis, and an HIV-negative certificate.
How you apply from Mongolia
You apply yourself online at education-in-russia.com, the official Rossotrudnichestvo portal; no nomination from a Mongolian ministry is needed. Stage 1 is run in Mongolia by the Rossotrudnichestvo office, the Russian House in Ulaanbaatar, which scores your school grades, portfolio and a short video in Russian. In Stage 2 the Russian universities on your list review you in your order of preference, and Russia's Ministry of Science and Higher Education confirms the place.
Step by step
Step 1 · Now to December 2026
Choose your field and up to six universities
Search programmes on education-in-russia.com and pick one field and up to six universities, in your order of preference. Keep to the limits: at most 2 universities in Moscow, 2 in St Petersburg, 2 in Sevastopol and 3 in any one federal district.
Tip: Do not list only one university. If it refuses you, you cannot study in Russia under the quota that year.
