Stipendium Hungaricum

For study starting September 2027 (the 2027/2028 academic year). On 8 October 2026 the 2027/2028 call was not yet published, so the dates below follow the last cycle.

A Hungarian government scholarship for a full bachelor's degree at one of about 30 Hungarian universities: no tuition fee, a monthly stipend of HUF 43,700, a free dormitory place or HUF 40,000 a month for housing, and health cover. Mongolian citizens can apply in any field, and they need a nomination from Mongolia's Ministry of Education.

What it pays

  • No tuition fee for the whole bachelor's programme.
  • A monthly stipend of HUF 43,700 (about EUR 110 at the call's 13 October 2025 rate), 12 months a year until you finish.
  • A free dormitory place if the university has room, or HUF 40,000 a month (about EUR 100) towards rent. In big cities, especially Budapest, this does not cover the full rent.
  • Health care under Hungarian law, plus a health contribution of HUF 65,000 a year for extra insurance.
  • A free, compulsory Hungarian language course in year 1. If you do not attend it, the monthly stipend stops; if you fail its exam, the stipend drops to HUF 30,000.
  • No fees for your entry and residence papers as a scholarship holder.
  • Not covered: your flight to Hungary. The call says the stipend is only a contribution, so plan your own money for living costs.

Who can apply

  • Citizenship: you are a Mongolian citizen and apply through the Mongolian sending partner. Hungarian citizens (including dual citizens), refugees and stateless people cannot apply.
  • Age: the 2026/27 call required you to be 18 by 31 August 2026 (born on or before 31 August 2008). If the 2027/28 call keeps this rule, you must be 18 by 31 August 2027. The programme has no upper age limit; Mongolia has not published its own.
  • School: you must hold your secondary school graduation certificate by 1 August of the start year, so a 12th grader finishing school in June 2027 can apply.
  • Language: you meet the minimum English (or other) level that each chosen programme sets. Hungarian-taught degrees need B2 Hungarian; without it you apply for the one-year Hungarian preparatory course.
  • Field: in 2026/27 every field at bachelor's and one-tier master's level (for example medicine) was open to Mongolian citizens.
  • One application per person, from one account, with at most two programmes. You cannot apply for bachelor's and doctoral programmes in the same round.
  • Not eligible: people who won this scholarship in a recent round, accepted it, then did not come and did not tell Tempus Public Foundation by 15 October.

How you apply from Mongolia

You apply online only, at apply.stipendiumhungaricum.hu, to Tempus Public Foundation (the Hungarian office that runs the programme), by the January deadline. Hungary checks your file and sends it to Mongolia's Ministry of Education, the Mongolian sending partner, whose working group scores Mongolian applicants and nominates a set number in February. Nominees then take the entrance exam or interview of their chosen Hungarian university between March and May, and Tempus Public Foundation makes the final decision in June or July.

One scholarship, many applications

Stipendium Hungaricum is one scholarship, but not one application. Everyone fills in the same online form, and then each university selects its own students for each programme in its own way: a written test in some fields, an interview in most, a portfolio or an audition in the arts, and its own language level. Medicine, dentistry, pharmacy and veterinary medicine

Medicine, dentistry, pharmacy and veterinary medicine are one-tier programmes of 5 to 6 years that you start straight after school. After Mongolia nominates you, each university gives its own entrance exam in biology, chemistry and English: usually an online test first, then an oral interview with a professor. This is the most competitive field in Stipendium Hungaricum, and the 2026/27 call warns that most universities fill their medical places from first-choice applicants.

How they select
In the 2026/27 round the universities below tested biology, chemistry and English (Debrecen lets you take physics instead of chemistry). The usual pattern is a timed online multiple-choice test, then an oral interview of about 20 to 30 minutes with a professor by Zoom or MS Teams, with science questions and questions about your motivation. Pharmacy at Pécs uses the interview only. You need at least 56 of 100 points to be offered the scholarship.
Language
All five universities teach these programmes in English. Debrecen, Szeged and Pécs listed B2 English for SH applicants. Pécs asked for an official B2 certificate; its 2026/27 list accepts, for example, IELTS 6.0 with no skill below 5.5, TOEFL iBT 90 or Duolingo 115. Debrecen accepts any proctored B2 test. Semmelweis and the University of Veterinary Medicine Budapest named no level and test your English in the exam itself. Hungarian-taught versions also exist (for example at Pécs and Semmelweis); they need B2 Hungarian, or you apply for the one-year Hungarian preparatory course instead.

    General Medicine (6 years), Dentistry (5 years) and Pharmacy (5 years), in English. Hungarian-taught versions were also listed.

  • University of Veterinary Medicine Budapest · Budapest

    Veterinary Medicine (5.5 years), in English, with 1 to 15 SH places in the last round. A Hungarian-taught version was also listed.

    Check that you can apply in 2027

    You must be a Mongolian citizen with no Hungarian citizenship. In the last call you had to be 18 by 31 August of the start year; if that rule stays, you must turn 18 by 31 August 2027. You must also hold your secondary school certificate by 1 August 2027. Watch stipendiumhungaricum.hu and moe.gov.mn: the new call usually appears in late October, and the Ministry of Education posts its own notice in November.
