Taiwan Scholarship (Ministry of Education)
For study starting September 2027 (the 2027 round at the Taipei Trade and Economic Representative Office in Ulaanbaatar). The office asks for a finished school certificate when you hand in the papers in May 2027, so if you finish 12th grade in June 2027, ask the office first and be ready to aim for September 2028.
Taiwan's Ministry of Education pays up to NTD 40,000 (about USD 1,300) of your tuition and fees each semester and gives you NTD 15,000 (about USD 490) a month to live on, for up to 4 years of a bachelor's degree at a Taiwanese university. It does not pay flights, housing or insurance. In 2026 Mongolia had 14 places for all degree levels together.
Checked against official pages on 8 October 2026.

What it pays
- Tuition and fees up to NTD 40,000 (about USD 1,300) each semester. You pay any amount above that, unless your university is on the Ministry's list of universities that cover the rest.
- A living allowance of NTD 15,000 (about USD 490) a month for bachelor's students, paid by your university.
- Up to 4 years for a bachelor's degree, and at most 5 years of Taiwan Scholarship in your whole life. For bachelor's students starting from 2026, the allowance runs until 30 June of the graduation year.
- Some universities pay the part of the fees above NTD 40,000 for all departments (2026 list): for example Ming Chuan, Taiwan Tech (NTUST), National Sun Yat-sen, National Central, National Chung Cheng and Chung Yuan Christian University. NYCU adds up to NTD 15,000 a semester.
- Not covered: flights, housing, insurance (Taiwan's National Health Insurance is compulsory), administration fees and internet. You pay these yourself.
Who can apply
- Mongolian citizen. You cannot apply if you hold Taiwanese (ROC) nationality or overseas Chinese status. If one of your parents was a Taiwanese national when you were born, you count as Taiwanese and cannot apply.
- Finished complete secondary education (12th grade) or higher, with excellent grades and good conduct. The Ministry's rule for a bachelor's is an average of at least 3.0 on a 4.5 scale, converted by the office; Mongolia's own conversion is not published.
- No age limit is published.
- You must have applied yourself for admission to a university in Taiwan.
- Language (2026 call): for a Mandarin-taught programme, a TOCFL certificate at Level 3 or higher; for a fully English-taught programme, TOEFL iBT 72 or ITP 543, IELTS 5.5 or TOEIC 785.
- You cannot apply if you already study at or hold a reserved place at a Taiwanese university, studied in Taiwan at the same level before, came as an exchange or dual-degree student, ever had this scholarship or the Huayu Enrichment Scholarship cancelled, or get another Taiwanese government or university scholarship at the same time.
How you apply from Mongolia
You make two separate applications. First you apply yourself for admission to a Taiwanese university, by that university's own deadline (between October 2026 and spring 2027, depending on the university). Then you hand in the scholarship papers in person at the Taipei Trade and Economic Representative Office in Ulaanbaatar, which checks them, interviews you in June and chooses the winners. No Mongolian ministry, school or agency nominates you.
One scholarship, a different application at every university
The Taiwan Scholarship is one award from one office, but it only counts if a Taiwanese university admits you, and every university runs its own admission: its own deadline, fee, documents, language level and sometimes an interview, a test or a portfolio. The language of your programme also changes what you show the office in Ulaanbaatar: a TOCFL certificate for a Mandarin-taught programme, an English test for a programme on the Ministry's English list. The rules below are from the 2026 Mongolia call and from each university's Fall 2027 rules where published (otherwise Fall 2026, as marked). Check the page of every university and department you choose, because departments add their own requirements.
Pick one to see what your application involves.
English-taught programmes
Only a few bachelor's programmes in Taiwan are fully taught in English. For the scholarship the programme must be on the Ministry's yearly English list (2026 list) or you bring a letter from the university itself; then you show an English test instead of TOCFL. Each university sets its own English level, often higher than the office's.
- How they select
- Universities select mainly on documents (grades, study plan or personal statement, recommendation letters, language score); some add a short online interview (NCCU ICI, NTUST IATP, some NTU programmes). The office then reads your scholarship file and interviews you in June.
- Language
- For the office (2026): CEFR B2 shown by TOEFL iBT 72 or ITP 543, IELTS 5.5 or TOEIC 785, original and still valid. Universities: NTU B2 (IELTS 5.5 / iBT 72); NTHU IBP IELTS 6.0 / iBT 82; NCCU ICI B2; NTNU B2 for its fully English programmes; NTUST IATP B1; NSYSU International Business IELTS 6.0 / iBT 79; Ming Chuan IELTS 5.0 / iBT 61; Tamkang B1 (IELTS 4).

Step by step
Step 1 · Now (October 2026)
Check which round is yours
The office in Ulaanbaatar asks for a finished secondary education and a copy of your school-leaving certificate when you hand in the file (2026: by 29 May). If you have already finished school, the 2027 round is yours. If you finish 12th grade in June 2027, you will not have the certificate by the end of May, and the call does not say whether a certificate of study is accepted. Email tteromn@mofa.gov.tw and ask before you plan on 2027; if the answer is no, your round is 2028 and you apply to universities from autumn 2027.
Tip: Taiwanese universities do accept a certificate of expected graduation at the application stage. The open question is only the scholarship file at the office.
