What it pays

  • Full tuition at the Turkish university.
  • A monthly stipend of 6,500 TL for bachelor's students, paid into a Turkish bank account you open on arrival (amount shown on the official site in October 2026; it can change).
  • Merit Scholarship: twice the normal stipend for top students who meet extra criteria (see eligibility).
  • A dormitory place for your whole bachelor's degree, with the fees paid (KYK state dormitories or affiliated private dormitories).
  • General health insurance (GSS): free care at public and university hospitals and at private clinics contracted with SGK. It becomes active about 30 days after registration.
  • One flight ticket to Türkiye at the start and one home after graduation.
  • One year of Turkish language study at a university Turkish centre (TÖMER).
  • Placement at a university and department: Türkiye Scholarships places you, so you do not apply to universities separately.
  • Length: the Turkish year plus the normal length of the degree (4 years for most, 5 for dentistry, 6 for medicine). Up to one extra year can be given if your programme requires a foreign language preparatory year.

Who can apply

  • Citizen of any country. Turkish citizens and people who lost Turkish citizenship cannot apply.
  • Age: under 21 for bachelor's. The official pages do not say on which date age is counted.
  • School grade average of at least 70%. For medicine, dentistry and pharmacy: at least 90%.
  • Already graduated, or graduating by the end of this school year (before August 2027). Grade 12 students in 2026-27 can apply.
  • Not already enrolled in a bachelor's programme at a Turkish university.
  • Language test: not needed for Turkish-taught programmes at the application stage. English-taught programmes may ask for TOEFL or a similar certificate, and often SAT.
  • Merit Scholarship (double stipend): average of 90% or more, plus at least one of: SAT 1400 with Math 680 for engineering or SAT 1350 for other fields, or IB 33, together with TOEFL iBT 80 or IELTS 6.5; a top 10 rank in your national exam; or a gold, silver or bronze medal from IMO, IPhO, IBO, IOI or IOAA.
  • Master's (under 30, 75%) and PhD (under 35, 75%) tracks also exist, with their own rules.

How you apply from Mongolia

No ministry or embassy nominates you: you apply yourself, online and free, in the TBBS portal (tbbs.turkiyeburslari.gov.tr) between 10 January and 20 February. If your file passes the paper review, you are invited to a short maths and logic test and a face-to-face interview held in your own country; Mongolia's Education Loan Fund said in 2023 that this interview takes place at the Embassy of Türkiye in Ulaanbaatar. Türkiye Scholarships then picks the winners and places each one at a university.

Step by step

  1. Step 1 · Now (October 2026)

    Check that you qualify

Check four things. You are not a Turkish citizen. You are under 21; the site does not say on which date age is counted, so if you turn 21 in early 2027, ask Türkiye Scholarships before you apply. Your school grade average is at least 70%, or 90% for medicine, dentistry or pharmacy. You will finish school before August 2027.

Tip: If your average is 90% or more and you have a strong SAT or IB score with TOEFL or IELTS, a top 10 national exam rank, or an international olympiad medal, you may qualify for the Merit Scholarship, which pays double the stipend.
